spyon, there are afew waits of stoping it ..
1. Get in #report-abuse and report it . they will take care of it
2. Do a whois and e-mail the ISP or server admin, noticeing them that the server has been "hacked" .. and sending atacks from it
3. Find out as much info as you can about the owner (bots owner) and so what LordChris said .. jail:)

Belive me .. it could happen

Off Topic:

I've been on a chan for a few years, we got attacked by a "scriptkiddie" many times over and over again, mostly periods of 3 months silence and then it started again and it has been going on for about 2 á 3 years, then amazingly, we gathered all the information about the user, grabbed almost 25mb of log just with the flood attempts, conversation with the user himself including lots of other logs that shows that he is that person who's doing it and he is using that ISP.

Unfortunately, the ISP didn't care, they said "we will join irc and your chan and we will keep an eye on it" guess what, nothing, nada, zip, zero, null... we had many floods that time when he/she were online, but they just don't care...

How many ISP's do care?

ISP's gets a lot of money from their clients and if there is no real threat or any legal action involved they won't really care about a flood or something like that...my opinion.

Actually if you have a lil irc experience there are many ways to prevent a channel from being flooded by bots. First of all at a rate of 300 bots it`s kinda hard to register 300 usernames for all of them. So if you, as an op, on that channel see joining bots use /mode #channel +r. That will prevent any unregistered users from joining the channel, that includes the bots.
Second of all the channel manager before appling for a channel must in my oppionion have some irc experience and must know X commands.
I`m saying this because the manager can prevent floods by bots by just seting the float limit on for the channel and stoping the bots from joining the channel at the same time. This will also give the ops in the channel time to ban the ip/netblocks of the bots.
Last, it`s not such a good ideea to report to the isp of the bots because most of them are drones hosted on an inocent user`s Pc
