If the tilde symbol (~) appears in front of your whois, then the server did not receive the ident reply in a reasonable amount of time. In the router, you must configure it to forward port 113 when an outgoing connection is made on ports 6660-6669 - that's the interval used most of the time by servers on Undernet. The trigger ports are 6660-6669, not 113.
Also, if you have a software firewall, set mIRC to run as "server", thus allowing connections from the Internet. If you have Windows XP, make sure you have disabled its built-in firewall or configured it to allow connections on port 113.
All ports named above are using the TCP protocol; mIRC doesn't use any UDP connections.

i do have it set for that trigger port range 6660-7000
incoming port range 113 but alas nothing is it because some servers dont allow comcast connections because i do ident on certian servers and can initiate ddc chats to most everyone also have this opened in firewall

you should tell your firewall to forward port 113 on the firewall to port 113 on your local ip. That will fix stuff. See portforwarding.
