First you need an username, if you don't have one - register from Cservice's web interface - check /topic #cservice to see when Username registrations are open -
Then there are 2 ways for getting access:
1. Start yourself a channel with /join #channel-name , invite your friends and if the channel is active enough (it may take weeks or even months...) you can apply for registering it - if the channel is accepted you'll have 500 access in.
2. Another 400+ op can add you in a channel's access list - but usually it isn't recommended to ask for access

check /topic #usernames for when username registrations are open, NOT /topic #CService, check #CService's topic for channel registrations.

I have never seen #usernames topic reflect the open/closed status of username registration. On the other hand, almost always, the #CService topic mentions which (username or channel) registration is open or closed.
In fact, at this moment, #username topic is: "#usernames Welcome to #Usernames, please read the onjoin notices, wait for your turn to ask your question, and /part after being helped.
#usernames topic set by UserNames on Wed May 25 20:56:33"
While #CService topic is: "#cservice Welcome to Channel Services - The helpful X Help Channel - ALL Registrations are OPEN - E-mail is CService@undernet.org
#cservice topic set by []DARK[| on Thu May 26 04:14:08"
I believe this is why many people recommend those interested in registering a username or channel check #CService's topic for registration status.

well, xplora was the one managing #CService the channel at that moment, he's the one managing #CService the channel at this moment... and as he said at that time... things were being changing...
